Carroll J. Hughes has a wealth of experience in government, having served in a variety of positions in state and municipal government as well as private industry before founding Public Affairs Consulting Inc., now named Hughes & Cronin - Public Affairs Strategies, in 1974.
Carroll was Assistant Commissioner of Connecticut's Department of Environmental Protection when the agency was first created in the early 1970's. Prior to this, he was involved in municipal government as the administrative assistant to both the city manager and mayor of Hartford and the city of Milford, CT.
Carroll has authored numerous articles in professional and trade publications on a wide range of topics related to his clients. He has also served as the editor of several trade publications for specific associations.
Currently, Carroll retains membership in many civic and professional organizations and has served in a number of elected and appointed government positions. Carroll has a bachelor's and master's degree in political science.
Carroll's reputation is well respected by elected officials and government administrators. His firm was the first contract lobbying business in Hartford, with more than thirty years of legislative and municipal governmental experience. He is the firm's chief legislative strategist and policymaker, and is hands-on in managing the daily lobbying operations at the State Capitol on behalf of his clients.
Jean M. Cronin is vice president of Hughes & Cronin Inc., Public Affairs Strategies. She serves as senior lobbyist and account director for a variety of trade and professional associations managed by the firm.
She is responsible for developing and implementing legislative initiatives and strategies for clients, as well as assisting to coordinate and manage the Public Affairs Strategies operations at the Capitol.
Jean handles a variety of issues on behalf of the firm, specializing in areas of health care, telecommunications, energy, transportation, environment and appropriations.
Before joining Public Affairs Strategies in 1986, Jean served as a press and public relations coordinator for the Connecticut State Senate.
She holds a bachelor's degree in Communication Sciences from the University of Connecticut and has worked in private industry for financial and insurance institutions.
