At the end of 2021, Hughes & Cronin took on management of the CT School Transportation Association (COSTA). At this time, there was a major shortage of school bus drivers following the COVID-19 pandemic and recruitment efforts were needed.

Hughes & Cronin organized and deployed a weeklong PR campaign that involved building a brand new website in-house, designing branding for the campaign, securing interviews and coverage with every major local news outlet, and hosting a press conference with Commissioners of the Department of Education and the Department of Motor Vehicles.

These efforts yielded impressive results, with members reporting a substantial uptick in applications. COSTA continues to serve as the preeminent association dedicated to school transportation.
